COST Advantages

COST organisation is based upon a flexible set of arrangements enabling different national organisations, institutes, universities and industry to join forces and make concerted efforts in a broad range of scientific and technical areas.

COST, in contrast to other European Community programmes, does not require an agreed overall research policy.

Any COST country can join an Action by signing a  "Memorandum of Understanding"  which is the legal basis of the Action. This resembles a "gentleman's agreement" and is an expression of good faith rather than a formal and legally binding document.

A special feature of all COST Actions is the complete freedom of participation by each country involved. Participation in Action is voluntary and "à la carte" (variable geometry).
